Per Wikipedia: "Hasbro had plans to release a Tugboat figure. The plan for this figure can be found online. The figure was cancelled because Tugboat turned heel and switched his name to Typhoon. The Tugboat figure's head and body would have been similar to the Typhoon figure but would have featured his Tugboat attire."
