According to Maximiliano Alan Spallino, a collector in the Coleccionables Retro Argentinos Facebook group (translated from Spanish): 

"Jocsa bought the license from Hasbro to distribute WWF figures. Jocsa then bought a second line of figures called WCW Bend-Ems from the company Just Toys, which came from China and here they were packaged under the Play Well brand. The Play Well brand was Jocsa's, and I know that because I've talked to the owner of Jocsa. These super packs could come with any figure from any brand the company had in their inventory. What is known is that Jocsa did not do well with those WCW bendable figures and they were left over in heaps...I confirm that this is authentic and came out like this between late 1994 and 1995."
